I had a customer come in and buy 30/32 ounce cups and three 8# bags of potting soil. Wonder what that young man will do with those supplies at 2 AM? Nice. I work at a Walgreens and was surprised he did not buy some form of growing lights. I forgot to tell him Miracle Grow was on coupon as well. ;D

I think you should have to retake your driving test based on factors from your previous one. If you passed it fine at 16, set some year in your 30s, if you pass that fine, maybe when you're 50, and the worse you do on certain aspects, the sooner you have to take it again... keeps people from passing it once and then zooming around on their cellphone eating a cheeseburger while driving with their knee and respecting 0 traffic laws because they never actually learned most of them, while tracking each person's developing "old guy" factor to see when they become a highway liability, because for some it's sooner than others.
...that, should have gone under the Rant section probably =P
