So was reflecting back on my old board campigns and recalled a old DBZ campaign i did which led me to muse on doing it again but I'm trying to figure out simple rules to run a DB campign. Right now i'm leaning toward using D&D or Abarrant as my base rule set, class is less important if i use D&D then race, race offerering several bonus and starter feats. As for power level I'm think
"tally up attibutes to get power level"
though as I recall a farmer in the Radiz arc only had a PL of 5 so even at the low end a talley doesn't seem like it would work
But ifi ignore that at sent something line <50 as the baseline the talley would work though you'd get higher numbers then is "cannon"

So been thinking about the Namer Dragon Balls, in the oroginal game i had them premade acording to cannon and somehow the players managed to upgrade them, i think this time I'll make it a bit more varied, the guardian of the earth, weather NPC or PC rolls d100 for potency, # of wishes, and size.
1-60 - standard Earth Potency (A Class) 61-90 - NAmekian potency (S Class) 90-99 - Dark Star (X Class) 100 -Perfected Dark Star (no earth blowing up, X1 Class)
# of wishes 1-60 - 1 61-90 - 2 90-99 - 3 100 - 3 + increasing Potency by 1d30
Size 1-60 - Earth (medium) 61-90 - Namek (large) 90-99 - Dark Star (small) 100 - Dark Star + increasing Wish # by 1d30
